By the time of the opening of the Atlantic world in the fifteenth century, Europeans and Atlantic Africans had developed significantly different cultural idioms for and understandings of poison. Europeans considered poison a gendered “weapon of the weak” while Africans viewed it as an abuse by the powerful. Though distinct, both idioms centered on fraught power relationships. When translated to the slave societies of the Americas, these understandings sometimes clashed in conflicting interpretations of alleged poisoning events.

In Poisoned Relations: Healing, Power, and Contested Knowledge in the Atlantic World (University of Pennsylvania Press, 2024), Dr. Chelsea Berry illuminates the competing understandings of poison and power in the Atlantic World. Poison was connected to central concerns of life: to the well-being in this world for oneself and one’s relatives; to the morality and use of power; and to the fraught relationships that bound people together. The social and relational nature of ideas about poison meant that the power struggles that emerged in poison cases, while unfolding in the extreme context of slavery, were not solely between enslavers and the enslaved—they also involved social conflict within enslaved communities.

Poisoned Relations examines more than five hundred investigations and trials in four colonial contexts—British Virginia, French Martinique, Portuguese Bahia, and the Dutch Guianas—bringing a groundbreaking application of historical linguistics to bear on the study of the African diaspora in the Americas. Illuminating competing understandings of poison and power in this way, Dr. Berry opens new avenues of evidence through which to navigate the violence of colonial archival silences.

Last week, the press focused on what the press repeatedly characterized as an “ugly” fight between American college football players that broke out after the University of Michigan beat The Ohio State. But another story received less attention. Medrick Burnett Jr., a 20 year old from Southern California was playing his first season as a linebacker with Alabama A&M University when he sustained a head injury during the annual Magic City Classic against in-state rivals Alabama State University on Oct. 26. A month later, Burnett died. In 1929, the United States government approved two ground-breaking and controversial drug addiction treatment programs. At a time when fears about a supposed rise in drug use reached a fevered pitch, the emergence of the nation’s first “narcotic farms” in Fort Worth, Texas, and Lexington, Kentucky, marked a watershed moment in the treatment of addiction. Rehab on the Range is the first in-depth history of the Fort Worth Narcotic Farm and its impacts on the American West. Throughout its operation from the 1930s to the 1970s, the institution was the only federally funded drug treatment center west of the Mississippi River. Designed to blend psychiatric treatment, physical rehabilitation, and vocational training, the Narcotic Farm, its proponents argued, would transform American treatment policies for the better. The reality was decidedly more complicated.

In Rehab on the Range: A History of Addiction and Incarceration in the American West (University of Texas Press, 2024) Dr. Holly M. Karibo tells the story of how this institution—once framed as revolutionary for addiction care—ultimately contributed to the turn towards incarceration as the solution to the nation’s drug problem. Blending an intellectual history of addiction and imprisonment with a social history of addicts’ experiences, Rehab on the Range provides a nuanced picture of the Narcotic Farm and its cultural impacts. In doing so, it offers crucial historical context that can help us better understand our current debates over addiction, drug policy, and the rise of mass incarceration.

In 1980, Charles Wetli---a Miami-based medical examiner and self-proclaimed “cult expert” of Afro-Caribbean religions---identified what he called “excited delirium syndrome.” Soon, medical examiners began using the syndrome regularly to describe the deaths of Black men and women during interactions with police. Police and medical examiners claimed that Black people with so-called excited delirium exhibited superhuman strength induced from narcotics abuse. It was fatal heart failure that killed them, examiners said, not forceful police restraints. 

In Excited Delirium: Race, Police Violence, and the Invention of a Disease (Duke University Press, 2024), Aisha M. Beliso-De Jesús examines this fabricated medical diagnosis and its use to justify and erase police violence against Black and Brown communities. Exposing excited delirium syndrome’s flawed diagnostic criteria, she outlines its inextricable ties to the criminalization of Afro-Latiné religions. Beliso-De Jesús demonstrates that it is yet a further example of the systemic racism that pervades law enforcement in which the culpability for state violence is shifted from the state onto its victims. In so doing, she furthers understanding of the complex layers of medicalized state-sanctioned violence against people of color in the United States.

Mexico is at the center of the global battle over abortion. In 2007, a watershed reform legalized the procedure in the national capital, making it one of just three places across Latin America where it was permitted at the time. Abortion care is now available on demand and free of cost through a pioneering program of the Mexico City Ministry of Health, which has served hundreds of thousands of women. At the same time, abortion laws have grown harsher in several states outside the capital as part of a coordinated national backlash.

In Lawful Sins: Abortion Rights and Reproductive Governance in Mexico (Stanford University Press, 2022), Dr. Elyse Ona Singer argues that while pregnant women in Mexico today have options that were unavailable just over a decade ago, they are also subject to the expanded reach of the Mexican state and the Catholic Church over their bodies and reproductive lives. By analyzing the moral politics of clinical encounters in Mexico City's public abortion program, Lawful Sins offers a critical account of the relationship among reproductive rights, gendered citizenship, and public healthcare. With timely insights on global struggles for reproductive justice, Dr. Singer reorients prevailing perspectives that approach abortion rights as a hallmark of women's citizenship in liberal societies.

The phrase "racial capitalism" was used by Cedric Robinson to describe an economy of wealth accumulation extracted from cheap labor, organized by racial hierarchy, and justified through white supremacist logics. Now, in the twenty-first century, the biotech industry is the new capitalist whose race-based exploitation engages not only labor but racialized consumption. This arrangement is upheld through US drug policy, which over the past century has created a split legal system—one punitive system that criminalizes drug use common among Black, Brown, and lower-income communities and another system characterized by compassion and care that medicalizes, and thus legalizes, drug use targeted to middle-class White people.

In the award-winning book Whiteout: How Racial Capitalism Changed the Color of Opioids in America (U California Press, 2023), a trio of authors—Helena Hansen, Jules Netherland, and David Herzberg—explain how this arrangement came to pass, what impacts it has, and what needs to be done. This remarkable book won the 2023 Rachel Carson Book Prize from the Society for the Social Studies of Science.

This episode features a conversation with Dr. Cindy Ermus on her recently published book, The Great Plague Scare of 1720: Disaster and Diplomacy in the Eighteenth-Century Atlantic World. Published by Cambridge University Press, The Great Plague Scare of 1720 follows the Plague of Provence from 1720 to 1722 to understand new forms of contagion and its management. As one of the last major epidemics of the plague to strike Western Europe, the Plague of Provence generated a public health crisis that impacted the social, commercial, and diplomatic choices of France, which eventually spread the public health crisis to Italy, Great Britain, Spain, and their overseas colonies. In this transnational, transoceanic study, The Great Plague Scare of 1720 reveals how crisis in one part of the globe transcends geographic boundaries and influences society, politics, and public health policy in regions far from the epicenter of disaster.

Cindy Ermus is the Charles and Linda Wilson Associate Professor in the History of Medicine, and Director of the Humanities in Medicine Program at the University of Nebraska-Lincoln. She specializes in the history of medicine and the environment, especially catastrophe and public health crisis management, in eighteenth-century France and the Atlantic World. In addition to The Great Plague Scare of 1720: Disaster and Diplomacy in the Eighteenth-Century Atlantic World (Cambridge University Press, 2023), she is also the author of Urban Disasters (Cambridge UP, 2023). Currently, she is at work on a co-authored global history of epidemics (with Claire Edington). Her work has been featured in The Washington Post, The Atlantic, The Verge, Stat News, and The Miami Herald, and she has been a guest on BBC World News, Univision, Al-Jazeera, and others. In this compelling and informative interview, Carrie N. Baker discusses her newest book, Abortion Pills: US History and Politics (Amherst College Press, 2024). This book is the first comprehensive history of abortion pills in the United States, and Baker examines the actions of scientists, policy-makers, pharmaceutical companies, pro-abortion rights activists and anti-abortion forces as the abortion pill was developed in France in 1980, and subsequently brought to market in the United States. She carefully investigates the fight for FDA approval of the abortion pill, and reproductive rights advocates’ work to expand access. She pays particular attention to the critical period of 2020-2024 when in the midst of the COVID-19 pandemic telemedicine abortion became a possibility. Baker ends exploring attempts to restrict abortion pills and self-managed abortions in the wake of the Dobbs v. Jackson Women's Health Organization Supreme Court decision. In this thoroughly researched history, Baker draws on interviews with over 80 activists, abortion providers, researchers, and people who have used abortion pills to demonstrate the range of actors involved in efforts to expand access to abortion pills. In addition, she analyzes medical research, government records, legal cases, and the archives of several reproductive health organizations.

Political Scientists Dan Mallinson and Lee Hannah, both experts on state-level politics and the policy making process, have a new book that focuses on the state-level process of legalization of medical cannabis across the United States. Green Rush: The Rise of Medical Marijuana in the United States (NYU Press, 2024) is a book that needed to be written, since it is an important exploration not only of the continuing policy conflicts and tensions around marijuana in the United States, but it specifically focuses on how states have taken up this issue and what they each did in moving towards medical marijuana’s accessibility. The marijuana question in in the United States remains a fascinating federalism dynamic, with national laws in conflict with state laws, and state laws operating in different ways, around both medical marijuana and legalized recreational use of cannabis.

Mallinson and Hannah provide the reader with an excellent overview of policymaking designs and theories since their analysis takes up so many different dimensions of the policy process in the United States. They then move into the history behind the criminalization of marijuana, and the way in which this policy has clearly racialized roots. Green Rush highlights the ways that some of the shifts and changes in state policies started to make their way through different states, via action by state legislatures and or through state-wide referenda. With particular attention to a number of states, like California, Pennsylvania, Ohio, and West Virginia, Mallinson and Hannah chart the ways that different states have gone about legalizing the medical use of marijuana, which has also been part of the pathway for other states to move towards decriminalization and legalization of adult use recreational marijuana.

Green Rush is an accessible policy analysis and provides important insight into the path that medical marijuana took as it became legal in one state after another. Green Rush: The Rise of Medical Marijuana in the United States charts the policy changes themselves, but also pays attention to changing public opinion around cannabis and shifts in the war on drugs as well.
