As the glittering skyline in Shanghai seemingly attests, China has quickly transformed itself from a place of stark poverty into a modern, urban, technologically savvy economic powerhouse. But as Scott Rozelle and Natalie Hell show in Invisible China, the truth is much more complicated and might be a serious cause for concern.

China’s growth has relied heavily on unskilled labor. Most of the workers who have fueled the country’s rise come from rural villages and have never been to high school. While this national growth strategy has been effective for three decades, the unskilled wage rate is finally rising, inducing companies inside China to automate at an unprecedented rate and triggering an exodus of companies seeking cheaper labor in other countries. Ten years ago, almost every product for sale in an American Walmart was made in China. Today, that is no longer the case. With the changing demand for labor, China seems to have no good back-up plan. For all of its investment in physical infrastructure, for decades China failed to invest enough in its people. Recent progress may come too late. Drawing on extensive surveys on the ground in China, Rozelle and Hell reveal that while China may be the second-largest economy in the world, its labor force has one of the lowest levels of education of any comparable country. Over half of China’s population—as well as a vast majority of its children—are from rural areas. Their low levels of basic education may leave many unable to find work in the formal workplace as China’s economy changes and manufacturing jobs move elsewhere.

In Invisible China: How the Urban-Rural Divide Threatens China’s Rise (U Chicago Press, 2020), Rozelle and Hell speak not only to an urgent humanitarian concern but also a potential economic crisis that could upend economies and foreign relations around the globe. If too many are left structurally unemployable, the implications both inside and outside of China could be serious. Understanding the situation in China today is essential if we are to avoid a potential crisis of international proportions. This book is an urgent and timely call to action that should be read by economists, policymakers, the business community, and general readers alike.

Scott Rozelle is the Helen F. Farnsworth Senior Fellow and the co-director of the Stanford Center on China's Economy and Institutions in the Freeman Spogli Institute for International Studies and Stanford Institute for Economic Policy Research at Stanford University. His research focuses almost exclusively on China and is concerned with agricultural policy, the emergence and evolution of markets and other economic institutions in the transition process and inequality, with an emphasis on rural education, health and nutrition.

Rozelle's papers have been published in top academic journals, including Science, Nature, American Economic Review, and the Journal of Economic Literature. He is fluent in Chinese and has established a research program in which he has close working ties with several Chinese collaborators and policymakers. For the past 20 years, Rozelle has been the chair of the International Advisory Board of the Center for Chinese Agricultural Policy; a co-director of the University of California's Agricultural Issues Center; and a member of Stanford's Walter H. Shorenstein Asia-Pacific Research Center and the Center on Food Security and the Environment.

From princes to peasants, musicians to masons, cement plant owners to casual labourers—the State Bank of India (SBI) has been the go-to bank for the people of India. Widely trusted and near-ubiquitous, the SBI has come to symbolise banking across the length and breadth of the Indian nation.

This book traces the SBI’s deep connection to India’s economic progress, and the bank’s proactive approach to change and to reinventing itself to meet the evolving needs of a growing nation. In its journey from ‘banking for the classes’ to ‘banking for the masses’, it has continuously striven to blend business goals with social obligations.

The SBI of today had its origins in the Presidency banks of the 1800s; the Bank of Bengal, the Bank of Madras and the Bank of Bombay, set up by the British to facilitate trade and the repatriation of remittances to England, were its forebears. In The SBI Story: Two Centuries of Banking (Westland, 2021), Vikrant Pande narrates the compelling circumstances that prompted the founding of the Presidency banks, how they fared back in the day and why they coalesced to emerge as the Imperial Bank in 1921, which in turn was nationalised to form the State Bank of India in 1955.

Vikrant Pande spent two decades in the corporate sector, culminating in him being appointed as the provost of India’s first ever vocational education university (TeamLease Skills University) at Vadodara, Gujarat, India. He is now a full-time author and translator, and has published twelve English translations of Marathi bestsellers. His first book, 'In the Footsteps of Rama, Travels with the Ramayana' was released in April 2021.

Prototype Nation: China and the Contested Promise of Innovation (Princeton University Press, 2020) reveals how a growing distrust in Western models of progress and development, including Silicon Valley and the tech industry after the financial crisis of 2007–8, shaped the vision of China as a “new frontier” of innovation. Author Silvia Lindtner unpacks how this promise of entrepreneurial life has influenced governance, education, policy, investment, and urban redesign in ways that normalize the persistence of sexist and racist violence and various forms of labor exploitation.

Silvia Margot Lindtner (she/her) is a writer and ethnographer. She is Associate Professor at the University of Michigan in the School of Information and Director of the Center for Ethics, Society, and Computing (ESC). She is also a PIP (Public Intellectual Program) Fellow with the National Committee on United States-China Relations. Lindtner's research focuses on the cultures and politics of technology innovation, including the labor necessary to incubate entrepreneurial life, data-driven futures, and the promise of democratized agency. Drawing from more than ten years of multi-sited ethnographic research, she writes about China's shifting position in the global political economy of computing, supply chains, industrial and agricultural production, and science and technology policy.

I spoke with Prof Julie Froud and Prof Karel Williams about Foundational Economy: The Infrastructure of Everyday Life (Manchester University Press, 2022).

This book originally published in English in 2018 synthesises the collective’s work of the previous five years in developing the foundational approach. It should now be read in conjunction with our The Foundational Approach (2020) guide to current thinking. But the book remains an important source for engaged citizens, active practitioners, and critical academics beyond who want to know more about the foundational economy concept and its relevance to the politics of progressive reform.

The book is relevant to all of Europe and beyond and is available as an accessibly priced paperback in four languages. MUP publishes in English with German and Italian editions available from Suhrkamp and Einaudi. The Portuguese edition was published by Actual Editora and Dutch and Turkish translations are pending. The Foundational Economy book explains how the material utilities and providential services matter economically and politically because they are the collectively consumed infrastructure of everyday life, the basis of well-being, and should be citizens' rights. The arguments about citizenship in chapter four of the book were then an important new development in foundational thinking which leads towards the edited 2020 book on The Foundational Economy and Citizenship.

The Foundational Economy book also presents the first history of the foundational economy which began heroically and ends in degradation. In the century after 1880 national and local state action built up the supply of foundational services right across Europe and North America. Since 1980 their systems of provision have been undermined by a malign and neglectful state. Drawing on earlier research by collective members, the book shows how privatisation, outsourcing and market choice import the unsuitable business models of financialized public companies and private equity. Building on this basis, the collective now distinguishes FE1.0 and FE 2.0 in thinking through the Challenge of Foundational Renewal (2020)

The final chapter of the book takes up the political challenge of thinking about how we can have a better future. It does not recommend specific policies but proposes broad principles for re-building the foundational which could mobilise old and new social actors in broad political alliances; ask the citizens what they want; reinvent taxation; lean on intermediary institutions; and do not assume the state is benign and competent. This opens the way to the collective’s subsequent arguments in the When Systems Fail (2020) report about the incapacity of the post administrative state and the need for a careful practice of policy to transition towards transformation.

A great new book that deserves a wide readership.

He also founded the University of San Francisco’s unique Master’s program in International and Development Economics, which for two decades has trained students from all around the world to be shrewd Samaritans. This program provides students with the international field experience to have a practical understanding of the problems faced by the poor, as well as the quantitative econometric tools needed to shrewdly evaluate how best to help them. Many have experienced moments where algorithms have made us uncomfortable or suspicious. In Algorithms and Autonomy: The Ethics of Automated Decision Systems (Cambridge University Press, 2021), Rubel, Phan, and Castro outline the stories of teachers and citizens subject to the criminal justice system who face serious consequences at the hands of algorithms. With a focus on locating the a philosophical touchstone to these harms, the authors look at how ideas of autonomy and freedom are affected by algorithms. When algorithms afford those subject to their decisions no transparency to endorse its use or worse hide responsibility for their decision in a network of actors laundering their own agency, citizens are harmed and democracy is harmed. This book mount a forceful lens of what exactly algorithms in criminal justice, education, housing, elections and beyond can do to autonomy, freedom, and democracy. A World without Soil: The Past, Present, and Precarious Future of the Earth Beneath Our Feet (Yale University Press, 2021) by celebrated biologist Jo Handelsman lays bare the complex connections among climate change, soil erosion, food and water security, and drug discovery.

Humans depend on soil for 95 percent of global food production, yet let it erode at unsustainable rates. In the United States, China, and India, vast tracts of farmland will be barren of topsoil within this century. The combination of intensifying erosion caused by climate change and the increasing food needs of a growing world population is creating a desperate need for solutions to this crisis.

Writing for a nonspecialist audience, Jo Handelsman celebrates the capacities of soil and explores the soil-related challenges of the near future. She begins by telling soil’s origin story, explains how it erodes and the subsequent repercussions worldwide, and offers solutions. She considers lessons learned from indigenous people who have sustainably farmed the same land for thousands of years, practices developed for large-scale agriculture, and proposals using technology and policy initiatives.

Jo Handelsman is the director of the Wisconsin Institute for Discovery and a Vilas Research Professor and Howard Hughes Medical Institute Professor in the Department of Plant Pathology at the University of Wisconsin–Madison. Handelsman previously served as a science advisor to President Barack Obama.
